Le monopole d'Hydro-Québec entrave le développement économique, selon l'IEDM

Au moment où la production d'électricité n'est pas suffisante pour répondre à toutes les nouvelles demandes de projets industriels, l'Institut économique de Montréal (IEDM) plaide en faveur de permettre aux producteurs d'énergie du secteur privé de vendre directement aux entreprises. Selon cet organisme de réflexion associé à la droite économique, le maintien du monopole d'Hydro-Québec pourrait freiner le développement économique du Québec.

Les défis de l'offre d'électricité au Québec

L'hydroélectricité québécoise connaît un engouement sans précédent, alors que de nombreuses entreprises cherchent à réduire leur empreinte carbone. Cependant, la capacité d'Hydro-Québec, qui prévoit la fin des surplus d'ici 2027, ne sera pas suffisante pour répondre à toutes les demandes croissantes.

Le ministre de l'Économie et de l'Énergie, Pierre Fitzgibbon, a déjà souligné que tous les projets ne pourront pas être réalisés. Le gouvernement a reçu une liste de demandes équivalente à 23 000 MW, tandis que près de 10 000 MW sont sérieusement envisagés.

L'appel à autoriser les producteurs indépendants


L'analyste en politique publique de l'IEDM, Gabriel Giguère, soutient que permettre aux producteurs indépendants de vendre directement leur électricité à des clients industriels faciliterait la réalisation de davantage de projets. Il estime qu'il est crucial de proposer des solutions alternatives pour soutenir le développement économique au Québec.</p>
<p>Actuellement, les entreprises privées sont impliquées dans la production d'électricité au Québec, notamment dans les domaines de l'éolien, du solaire et des barrages hydroélectriques de moins de 50 MW. Toutefois, elles opèrent en tant que fournisseurs d'Hydro-Québec, qui détient le monopole de la vente et de la distribution d'électricité. Les entreprises privées ne sont pas autorisées à conclure des accords avec des producteurs indépendants, même si elles peuvent produire leur propre électricité pour leurs propres projets, comme le fait Rio Tinto.
